In my book, "Metropolis", we feature a list of starter characters folks can choose from the help illustrate a story they're thinking of creating.
These characters are a little dramatic, and also not. The key is if you recognize these players as someone like them IRL (in real life) you start to get the idea that it could be good to use Metropolis, or any city really, to describe a thing that happens that you want to go another way.
It's not totally on my clients to figure out players for their story (game) we can bring that skillset with us, or you can describe your players in detail and we'll get them going.
