Consultant, Portal, Content Management, Information Access & Search Strategy

Assignments: Define and design overarching strategy and implementation plan for agency portal, Enterprise Content Management, information access, and enterprise secure search services for; a) 1.6 Million customers providing health coverage, insurance, pension, and investment service tools; b) 2500 internal employees offering self service HR, administrative, IT, and operational services; c) 3500+ partners and vendors enabling complex transactions between agency and external customer information systems; and d) services connecting State of CA government agencies with CalPERS for financial transactions.

  • Influence executives, stakeholders, and cross-functional teams to collaborate on one goal
  • Develop an agency-wide ECM and Information Access strategy and implementation plan including delegated content management service model for maintenance and reporting
  • Assess in-house As Is portal services, enterprise content management, information access and search systems to define deltas for new SOA roadmap
  • Conduct internal product stack assessment measured against known business needs to begin gap assessment of agency application catalog
  • Engage leading vendors to assess current and future technology roadmaps, gather case studies, and solution options for alignment with CalPERS vision including Adobe, Attivio, Autonomy, BEA Systems, Documentum, EMC, Endeca, Fast Search, Google Search Appliance, IBM WebSphere, Interwoven, Microsoft SharePoint, OpenText LiveLink, Oracle, SAP, SUN, and Vignette
  • Initiate the delivery of an education environment to host vendor solution features for Enterprise Architecture team, agency executives, and stakeholders to understand what is possible with current and future technologies and to socialize SOA offerings
  • Create ECM policy and reference model framework within CalPERS SOA governance leveraging Federal Enterprise Architecture Service and Technical Reference Models and component modules of the Association for Information and Image Management
  • Provide agnostic product recommendations for technologies used to capture, manage, store, preserve, and deliver all agency content related to CalPERS business activities
  • Present options for EA leadership to begin consulting directly with business owners on expanded utilization of existing application catalog using solution pattern accelerators
  • Design Web 2.0 composite applications, mashups, social networking, e-commerce, and case management solution pattern accelerators to be offered by Enterprise Architecture Innovation Services team
  • Provide Enterprise Architects training, expertise, and co-counsel for meetings with business owners on functional capabilities and solution options
  • Share best practices, knowledge management and portal governance structures, roadmap service delivery strategies, work plans, education program options, deployment methodologies, training programs, marketing outreach and user adoption programs, schedules, timelines, resources and budget projections
